Guiding Principles  of Scheme Membership

ResiLoop provides a structured and transparent framework for enabling a circular economy in resilient flooring. By setting clear obligations for members, the Scheme ensures that manufacturers follow best practices in responsible sourcing, product design, and operational safety while also enhancing onshore recycling. It fosters collaboration across the supply chain—connecting manufacturers, recyclers, and specifiers—to keep valuable materials in use and reduce reliance on landfill.

Guiding Principles for Full Members (product suppliers) and Associate Members (Collection Points) are below.


Members benefit from a recognised program that promotes accountability, traceability, and leadership in
circular solutions, driving long-term environmental and economic benefits. 

Guiding Principles - Full Member 

Member Obligations
Members agree to the Scheme process, and specifically:
In relation to product inclusion:
  • To demonstrate best practice manufacturing standards addressing responsible sourcing of products, PVC resin manufacture and sourcing, and safe and sustainable use of additives. Demonstration may be through third-party verified eco-certifications, for example, Best Practice PVC certification, compliance with the PVC Stewardship Program, or VinylPlus
  • To meet any product design criteria agreed and advocated by the ResiLoop Board in order to enhance the ability to improve onshore recycling outcomes 
  • To promote participation of relevant products in the Scheme to product specifiers, downstream customers and end markets so as to aid identification for recovery of installation waste from these products
  • To consider marking relevant product packaging with the ResiLoop mark
  • To collaborate and cooperate when necessary with operators of ResiLoop Collection Points, scheme contracted third party logistics providers and approved recyclers
In relation to promotion:
  • To use the ResiLoop trademark in accordance with its terms and conditions 
  • To make available access to ResiLoop’s website for end-consumers, for example via a link on the company’s website 
  • To encourage specifiers and procurers to recognise ResiLoop to improve recovery and diversion of waste from landfill
  • To not misrepresent the coverage of the Member’s product range that is recoverable under the ResiLoop scheme. 
  • To collaborate and cooperate with partners in the scheme for the purpose of enhancing awareness of ResiLoop
  • To encourage the adoption of requirements to take-back resilient floorcovering waste from installation sites in tenders and contracts to improve the diversion of these wastes from landfill in Australia
In relation to operational safety and reporting:
  • To comply with relevant occupational health, safety and environmental regulations and relevant legal and licensing requirements for their business 
  • To comply with ResiLoop procedures for quality, transparency and traceability

Fees and Payment Terms
ResiLoop Obligations
  • To maintain a register of scheme members recording each member’s unique number on ResiLoop’s website
  • To apply the proceeds of the levy collected to the purposes set out in the ResiLoop scheme and in accordance with the organisational strategy, including the collection and transportation of installation waste of the Member’s in-scope products for recycling 
  • To ensure individual company data supplied to its contracted third-party for the purposes of the levy calculations, will remain confidential such that no industry parties will have access to, or sight of, individual company data
  • To promote Member Participants to relevant stakeholders
  • To provide regular progress reports and assessments of performance of the scheme against Board-agreed metrics
  • To perform its obligations with due care, diligence and skill and in conformance with applicable laws and industry standards reasonably expected in delivering a Product Stewardship Organisation’s services
  • To notify the Member if ResiLoop becomes aware of any events or circumstances that may lead to the cessation of collections under the Scheme 
  • To accept roll and stock ends from Members subject to volume caps and user- pay fees as determined by the Board 
The member agrees:
  • ​To provide to a third party contracted by ResiLoop Ltd, data on the types and volumes of resilient flooring products supplied to the domestic market for the purposes of calculating the member’s dues
  • To contribute any applicable joining fees or annual membership fees, determined by the Board of ResiLoop Ltd
  • To contribute a volumetric fee, determined by the Board of ResiLoop Ltd, as a levy per square metre of in-scope product sales
  • To commit to payment of product levy contributions to ResiLoop in accordance with invoice payment terms and for a minimum of one full year
  • To commence, if so decided, passing on the cost of the product levy to customers only after receiving the first levy contribution invoice from ResiLoop
  • To be transparent with customers in passing on the ResiLoop product levy by referencing the levy on invoices 
Reporting Requirements
The Member agrees
  • To report relevant information to ResiLoop or its agents as requested to manage applicable fees, levies, rebates and claims under the scheme
  • To cooperate with audits instigated by the Scheme and any surveys undertaken from time to time
  • To retain and make accessible to the scheme, records to demonstrate these obligations and related program procedures and guidelines are being met and for audit purposes as appropriate


Guiding Principles - Associate Member 

Member Obligations

​Associate Members agree to the ResiLoop product stewardship scheme (‘the Scheme’) process, and specifically:
  • To contribute an annual membership fee within payment terms, determined by the Board of ResiLoop Ltd in accordance with its Constitution
  • To give a minimum of three months’ notice of a wish to withdraw from participating in the Scheme
  • To register a Collection Point(s) at their facility/ies and agree to comply with the Scheme operating process including:
    • Making space available in accordance with the Scheme terms for a readily accessible, Scheme-approved or -provided collection receptacle 
    • Maintaining waste collection receptacles at Collection Points in secure, dry locations
    • Encouraging floor layers / installers to participate as Collectors in the scheme by providing guidance on registration and instructions for how to recover compliant material
    • Maintaining clear ‘ResiLoop’ signage on waste receptacles 
    • Granting access (free of hazards) for Scheme registered Collectors to drop off materials and aggregating Scheme compliant resilient floorcovering waste for collection by ResiLoop authorised transport providers
    • Accepting collected, Scheme compliant, resilient floorcovering waste from ResiLoop registered Collectors only, and allowing drop-off of Scheme compliant recovered materials 
    • Maintaining Scheme receptacles for collation of waste in the condition required for transport in accordance with instructions from the contracted transport provider and/or ResiLoop
    • Providing notification to ResiLoop to supply required volume of waste collection bags
    • Holding appropriate insurance policies and complying with relevant occupational health, safety and environmental regulations and relevant legal and licensing requirements for your business
    • Making best efforts to reject or remove any obviously contaminated materials or materials not complying to the Scheme process prior to collection/transportation. 
    • ResiLoop have the right to refuse any products that do not meet Collection Criteria 
    • Booking collections of waste through ResiLoop and cooperating with Scheme contracted third party logistics providers to facilitate efficient scheduling of logistics 
    • Entering and maintaining accurate records of waste materials collected under the Scheme so as to facilitate traceability 
    • Reporting to the scheme manager as required to manage applicable fees, levies, rebates and claims under the scheme
    • Assisting ResiLoop with management of volume by pausing collection of materials if directed by ResiLoop
  • To promote participation in the Scheme to staff, product specifiers, customers and sub-contractors so as to optimise recovery of installation waste of In-scope Products
  • To use the ResiLoop trademark in accordance with the terms and conditions that apply to its use
  • Where possible, to encourage specifiers and procurers to recognise ResiLoop and to encourage the adoption of requirements to take-back resilient floorcovering waste from installation sites in tenders and contracts to improve the diversion of these wastes from landfill in Australia
  • Not to misrepresent the coverage of product that is recoverable under the ResiLoop scheme (only particular product types of Scheme Members are to be collected) 
  • In the event that the business undergoes significant operational changes, such as relocation or closure, the business agrees to provide ResiLoop with a minimum of two weeks' written notice. 

ResiLoop Obligations

  • To provide waste collection receptables with signage and collection bags
  • To coordinate a waste collection service from member Collection Points during the member’s operating hours
  • To promote the member’s participation to relevant stakeholders
  • To provide regular progress reports and assessments of performance of the Scheme against Board-agreed metrics
  • To respond in a timely manner to address problems that may arise from participating in the Scheme
